Cipher #1[]

This cipher is a Hill cipher with 41 characters alphabet. The key used to decode the message is "MOBOFTHEDEADABCD" and came from the 4x4 encoding matrix in the loading screen of the map.

The plaintext is as follows:

"While I realize that the current lack of cooperation from Chicago's finest leaves us at something of a disadvantage, I find your latest report extremely troubling. The alliance that exists between our outfit and the north side gangs must be sustained - Lest we face a repeat of February 19th 1929."

Cipher #2[]

This cipher is a Hill cipher with 41 characters alphabet. The key is the same as the first cipher.

The plaintext is as follows:

This cipher, present in the loading screen, is a ADFGX cipher. 

Translated from German, it reads "URGENT THE GIANT IS IN FRANCE".

Scrap Paper[]

There's one scrap paper around the map. When the pieces are put together the result is a page from Arlington's comic book "Icarus from Mars" with notes from his editor.
