Guys. Seriously. Simple experiment yields enlightenment.
Play Hardcore. Get Specialist Bonus. Use suppressed... G36c, for the sake of this argument. Shoot across map of, say... Mission, on the open side. You will find that the G36c will kill in 1 shot at range. And since its minimum damage is 25, and Hardcore health is 30, OBVIOUSLY Damage is active.
