I am assuming MW3 (if it will be that) will have the same set-up as MW2 with weapons:

Primary:[]

  • Rifles
  • LMG
  • Snipers
  • SMG
  • something

Secondary[]

  • Shotguns
  • Handguns
  • Machine Pistols
  • Launchers
  • something else

Equipment[]

  • grenade replacemnts and grenades

Tactical[]

  • generally nonlethal grenades

Now, my view point is anything that is considered a full-sized shotgun (spas-12, olympia etc) they should be in the primary slot. One should not be able to start out with an assault rifle and a full-sized shotty, either choose the AR, or the shotty, not both (unless Overkill is brought back). However, if the shotgun is small, concealable, and short ranged (Ranger) then it should be in the secondary slot, because it is not a full-sized weapon.

Now to enact balance. I say for the secondaries, shotguns have akimbo, speed loader where applicaple, and ready ammo where available. Akimbo is obvious, as is speed loader, but ready ammo would be a version of dual mags for a shotgun. Essentially, a certain number of rounds are attachched on the side of the gun, reloading causes these shells to be used and reload faster. Once used, however, you reload at normal speed.

For machine pistols, have extended mags, akimbo and silencer available. These should not be used for long range and therefore no sights, except for the odd one with an acog scope...

Pistols can have akimbo, silencer, flashlights (would slightly increase accuracy, luminate target area, and slightly slow-down ads) and a red-dot sight. Already explained flashlights, and everything else is obvious.

Launchers are fine.

Anyway, if you think these are good, or bad, or horrible, or EPIC-QUICKSCOPE-LASER-DEATHSTAR-AWESOME, let me know.
