According to this thread on callofduty.com, David Vonderhaar has explained that Black Ops II will not be able to be installed to the HDD, and instead, only an option to install the textures to the HDD will be provided.

Vonderhaar claims that "installing to the HDD wouldn't neccessarily give us any significant performance gains".
