I don't know it one by word by it basically says that in war before you kill someone, you should be forced to meet the person's family, to know the guy personally, and have to see his life before the war. Then after all that, you may then choose to kill him or not.

In Afghanistan I've killed five people, three of them trained terrorists (who I have NO remorse for killing) and two of them were just local militia, forced to fight by the Taliban. I can 100% say that if I would have know that, those two would have gotten a bullet to the leg and would have lived.
