Who stategizes

I wanted to know who stratigizes in Call of duty.Like me and my friends normally try to have one sniper (normally me) Spotter for the sniper (whoever I choose cause im the sniper but I normally pick my best friend) a support gunner with lmg to lay down covering fire and a launcher to take down choppers (not always the same person) smg to flank the enemy (not always same person) and someone with an assault rifle (not always same person).Alot of times its just me and my friend (the spotter) that play on a regular basis together so its me as a sniper him as spotter and then just random other people.
