Call of Duty: Modern Warfare 2Edit
William Cullen was the U.S. Secretary of Defense during the events of Call of Duty: Modern Warfare 2. In the aftermath of the massacre at the Zakhaev International Airport and the discovery of the involvement of an American, he commented that he knows of no U.S. agency cooperating with Vladimir Makarov in any capacity. He is then heard in the cutscene for "Second Sun", speaking to General Shepherd about the EMP that Captain Price launched towards Washington, D.C. He personally grants Shepherd a "blank check" to use any resource available to the United States military.
- William Cullen is the second Secretary of Defense in the series, with Christopher Martin in Call of Duty 4: Modern Warfare (Nintendo DS) being the first, and Robert McNamara in Call of Duty: Black Ops being the third.
